My female dog pretends to pee everywhere. Is she scent marking?

They may have a continuous disagreement over who is boss. Your male dog may urinate in an attempt to establish dominance over the other. He also may be marking his "territory", i.e. marking her as "his"

Spayed female dogs do not typically mark areas with urine, nor do they typically seek out attention from male dogs. Since Lyra is dribbling urine frequently, she could have a urinary tract infection, crystals in her urine, bladder stones, etc. She should see her vet for an exam and urinalysis to determine if she has any current urinary tract issues.

It's very common for males to urinate quickly when they're taken outside, since they have a higher behavioral drive to urine mark on things. Females are often more picky about finding a spot! :) To help with this problem, I would recommend carrying treats in your pocket so that you can reward your female dog immediately as soon as she pees outside - once she learns that this will earn a treat, she should be much more motivated to pee quickly when you take her out. This is how we normally teach puppies to potty on cue outside, but it works equally well for adult dogs.

This is likely a behavioral issue that will be a hard habit to break. He is probably being territorial, and being intact will increase his behaviors. You can try neutering him, removing the female, or confining him when he cannot be monitored.

This can be either a dominance issue, or a submissive behavior, as he is still a young dog. You can use gentle correction at the first sign he may try to mark, but it is not an indication of anything serious. All dogs perceive their world just a bit differently from one another. Just like people. Work with him to discourage the behavior & try not to put him in the position where he needs to mark other dogs. He will hopefully outgrow the behavior. Hello, and thanks for your question. If Bell is only doing this behavior when she goes outside to urinate, then it is likely normal marking behavior. However, if it's a change and she's asking to go outside more frequently than usual, or having accidents in the house soon after urinating outside, then that may be a symptom of a urinary tract infection and should see the vet. Most dogs are interested in smelling other dogs' urine - intact males are often especially interested, even if the other dog is spayed or neutered. They get lots of information about other dogs from sniffing their urine, so it's very normal social behavior for them - even if we find it a bit gross :)
