Yes keeping her inside so it can stay clean would be best. You can apply lubricant to it such as KY to keep it moist. It does usually resolve when the heat cycle passes and the hormones settle down or getting her spayed at your regular vet will fix it faster.

The question is, is it an vaginal infection or a uterine infection? if she is lethargic, drinking a lot, seems bloated and in pain then it is most likely a pyometra (uterine infection), this will require urgent surgery to have the uterus removed as medical treatment fail to resolve this condition in the vast majority of cases. if she is suffering from a vaginal infection this can be treated with antibiotics prescribed by your vet. either way you will have to take her to a veterinarian ASAP.

It looks from the pictures tha the best way to treat this wound would be stitching it up or surgically removing the thin flap and leaving the wound for healing by second intention. This vaginal discharge could be due to a pyometra, which is a life threatening infection of the uterus. Spaying the dog is part of the recommended treatment, as that is the most successful way to treat a pyometra. Vets do surgery on many different sizes of dogs routinely, and while I understand being worried, many chihuahuas are spayed without problem. Licking and biting excessively at the vulva is often a sign of a urinary tract infection, vaginitis, or certain types of allergies. Unfortunately, there is not much you can do at home to treat any of these problems effectively, so I would recommend taking her to the vet tomorrow for an exam if possible - she will probably need prescription antibiotics or other medication to treat the problem.

Hi ! If Holly is well in herself, eating bright passing normal feaces and urine, I would not worry. A little bit of vaginal discharge is expected folllowing the surgery and should gradually decrease and disappear. It can take sometimes a couple of weeks for it to settle completely. This is not normal and could be a variety of causes. We can have a vaginal hyperplasia (especially in unspayed females), tumors in the vagina, hermaphrodite dogs with an enlarged clitoris, and prolapses of vagina and uterus. I would make an appointment to see your vet and if she is licking at the area put an e-collar on her until she is seen to prevent self-trauma. Treatment will depend on the cause. Best of luck!
