My dog's tooth is hanging out. Can a vet fix it affordably and easily?

Pet's info: Dog | Dachshund | Male | neutered | 4 years and 3 months old | 18 lbs

My 4 year old dachshund bit into something hard (probably a tree as he does that when he gets excited over squirrels) and now one of his front teeth (next to the canine) is hanging out of his mouth, almost completely avulsed. Can not afford surgery as we just paid $6k for another dog's back surgery. Can the vet simply stitch the gums & give antibiotics?

If the tooth is barely hanging and the gum is damaged at this location, it will be easier and cheaper to just have the tooth removed, it will require general anesthesia but it will be very quick and should not cost much either.
