Is a red, spreading mark on my French Bulldog's testicle a hot spot?

It looks like there is a small amount of erythema (redness) on the scrotum. This could be from licking/itching/scratching at the area. Those spots on Koby could be several things including fleas, allergies, skin mites, bacterial infection, ringworm (which humans can get) or endocrine disease. There are a couple things you can do at home and they can help but they may not address the underlying cause. You can try adding in an omega 3 fatty acid supplement for dogs, this can help improve the skin health. You may also try changing his diet to something like Royal Canin or Nutro as they are aimed at skin health. You can wash the lesions once a day (not his whole body, just the lesions). Also protect the area from trauma by having your pup wear an elizabethan collar at all times. If the lesions do not start improving within a week or if they are getting worse, have him examined by the veterinarian. I hope this helps and please feel free to post any additional questions.

This is very likely to be a scrotal dermatitis. It could be cause by a contact allergy or irritation or by a infective agent (bacteria, fungal). I strongly recommend to avoid any licking, chewing or scratching of the area (Gizmo would probably need a buster collar) otherwise the inflammation wan't disappear. You could bath the area with some diluted hibiscrub once a day for 3 days but if the problem persist a check up with the vet and prescription meds might be needed. You will need to put an e-collar on your dog so he cannot lick his testicles and keep them from healing. You may have to take him back to the vet for a skin swab or biopsy to be sent in and cultured and examined under the microscope, respectively.
