It definitely seems like she's reacting and it may be worth taking her to a vet for medication if this doesn't go down soon. The best thing you can do at this time is wash your dog again with just cool water. The cool water will help give some relief and will help to remove the cause of the reaction. I recommend using a shower head for 15 minutes all over her body, so there is good pressure to remove the shampoo residue. It's probably an allergic reaction, as long as she doesn't seem lethargic and doesn't have any problem breathing, it's probably not going to be too serious. Most allergic reation of this sort resolve without treatment within 48 hours, but if the swelling is too bad I would recommend taking her to the emergencies to get an injection for the allergy.

Check and see if he has any scratches or cuts that need to be cleaned. If he does, clean them gently with a clean washcloth and tap water. Do not use hydrogen peroxide as this will be very irritating to the damaged skin and if it gets in his eyes it could cause damage to his cornea. You can use some dilute Betadine (available at any pharmacy-- put some water in a cup and add just enough Betadine so that it looks like tea) if you are wanting to use something that is an antiseptic (kills bacteria).
