Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 3 years and 10 months old | 22 lbs
My 3 year old Daschund/Jack Russell is house trained but has recently began peeing in the house. It only happens when I'm not around, usually when I'm in work. But it has started to become worse, now happening anytime I leave, be it for five minutes or more. She has also began to welp loudly when touched around her back and neck area, although this doesn't happen every time. She's always been a slightly nervous dog, but she's beyond that now and I don't know what to do? I need her to get better

This is most likely a behavioral problem but I would recommend having Sally examined by your veterinarian to make sure she does not have a urinary tract infection first. If a UTI is ruled out then the best thing you can do is deny access to the area Sally like to pee in. You also should reinititiate potty training so Sally does not have the opportunity to urinate anywhere except outside.
