Dog's surgery area red, raised, looks like blood blister after stitches?

Pet's info: Dog | Mixed Breed | Female | 6.5 lbs

You So about a month ago my dog had a calcification as a result of trauma removed from the side of her ribs the stitches didn't completely come out so we had them removed and now we have noticed the area is red and raised it kinda looks like a blood blister

The site is inflamed and this may be a tissue reaction, at the site of the previous injury. I would suggest to have it checked as there may be even a piece of suture material still inside.
It is difficult to give you more specific advices from the picture as a physical examination would be essential in this case to be able to determine what is going on.
