Hello, my French bulldog has a sore lump next to a nail and it doesn’t look like there is anything in it. She just keeps licking it.

I'm sorry but it is very difficult for me to tell what is going on in this photo. Does it look like a soft nail coming out of the foot there? If so, that is called a cutaneous horn. All you need to do is keep it trimmed with some nail clippers. If it is an actual mass/tumor then you need to have your vet take a look at it.
If you would like to post again with some closer up photos (we really can't do much enlargement of the photos) then we may be able to help you better.
