Hi there. This appears to be a small mole or other growth of some kind. Truthfully the best way to diagnose a mass like this is to have it aspirated and sent off for cytology. Many are curatively removed and other can be more aggressive. While this mass does not look serious to me-I always recommend having your veterinarian take a look and then just to make sure (they can see things in person we cannot in a picture).
