I am sorry to hear about Cujo. He may benefit from a topical ointment such as Animax which contains antibiotics but also steroids to help with inflammation. You can talk to your vet about getting this type of medication and it also may be a good idea to have your vet examine this area to ensure it is just irritation from the diarrhea and not something else such as an anal sac abscess or fistula. Your pup may also need an e-collar temporarily if he is licking at the area.

I would use a hydrocortisone cream or spray. You can either use a human product or one made for dogs. Doesn't really matter. The dog spray is better, in my opinion, because it dries faster and then you don't have to worry about them licking it. This sounds like her anal sacs are fully and causing the scooting and itching. Even if they look normal on the outside they can be full inside. I recommend your veterinarian express the fluid in the anal sacs and they can see if they are over full or infected. The scooting can cause skin irritation. You can apply a thin coat of Vaseline to soothe the red skin. Yes allergies can cause itching but I would check the anal glands to make sure they are not the problem. Also make sure you are using warm water or something mild to clean the area after pooping. Some chemicals, soaps, and fragrances could cause a skin irritation and itching.
