It appears to be a scab with inflammation. It may be a hot spot as a result of rubbing against something irritating or having something spilled on him or being bitten or scratched by something. often times, they can lick and scratch the area afterwards and make it worse. The best thing to do is keep it clean and place Neosporin on it to dry the scab up

It should be able to scab over and heal on its own otherwise. If it has not healed in 5-7 days you should have your veterinarian evaluate it. This looks like a bacterial and possibly yeast in his skin folds from his saliva. This is really common in larger dogs with large lip folds. You could try to use some medicated wipes like miconahex-triz wipes. If it isn't healing, then I would have your vet take a look at it.
