My jack Russell terrier has both irritation of the eye and of both years. My guess is an infection of both, but I cannot afford to take her to the vet at this very moment. Her eye looks like conjunctivitis... Moisture all around it with discharge and red puffiness. She just keeps scratching her ears And has alot of redness and looks like some minor discharge as well. I just hate to see her this way. Is there a chance that it is allergies ? And a little benadryl might help or shd i go rite to vet

From your pictures I agree that Honey is red and swollen around her eyes. Based on the pictures and how itchy you are describing her I think she is suffering from an allergic reaction. The reaction can be from an insect bite or from an allergen. We usually never find the source. I treat allergic reactions with antihistamines and steroids.
