I agree these areas do not look consistent with ringworm. They appear most consistent with a small area of dermatitis or localized skin infection. This is usually due to bacteria on the surface of the skin. It is common for puppies to have occasional areas of dermatitis as their immune system is continuing to develop and become strong. I recommend monitor for signs of itching or pain and if this occurs have Leo examined by your veterinarian.
Also, if more spots develop, particularly if they appear similar to a bruise, then have him evaluated immediately to ensure he isn't having difficulty with his ability to clot his blood. This could occur if he ingested an anti-coagulant substance such as rat poison or some human medications.
