My Chihuahua has red spots on belly. Is it bugs or skin infection?

These spots are usually due to a bacterial skin infection. the round red spots, hesitating in circular darker areas are commonly called epidermal collarettes. A mild antiseptic shampoo for dogs based on 4% chlorhexidine digluconate can be used with good results in these cases. This can be used twice weekly until complete resolution is seen.

It looks like there may be a small skin infection (called pyoderma). You can use a medicated shampoo like Dechra Malacetic Ultra Otic, but if it doesn't look better in 72 hours, your pup may need oral antibiotics to clear the infection.

If Rico is licking that area then something is bothering him. It may be itchy. This could be a fungal or bacterial skin infection or even mites or a food allergy, and should be examined by a vet and treated. By licking the spots he will further irritate the skin and cause the problem to spread. I suggest you make an appointment with your veterinarian for an exam. Your vet will possibly want to do a skin scrape and will prescribe appropriate treatment (antibacterial or antifungal shampoo, ointment or tablets, or steroids or diet change).
