My dog has a rash and hair loss. Is it an allergy or bug bite?

Anything you apply will likely be licked off before it has a chance to help. Your best option is to place an e-collar (cone) on her to prevent licking. Contact your veterinarian and ask about OTC or prescription antihistamines that may help if an allergic reaction is involved. A fish oil supplement may also help promote healthy skin. There are many things that can cause allergies though in most cases they can be broken down into 3 big categories: flea, food and environmental allergies. Allergies are usually worked up in a stepwise fashion starting with flea allergies as this is the easiest and cheapest to take care of. If not on a flea preventative, then it would be a good idea to get started on one. If already on one then it would be a good idea to change to something else (there are many new products out in the market). If not improved in 1-3 months then it is time to move on and check for food allergies by switching to a novel diet (new protein and new carbohydrate). If that does not seem to be the issue then you are left out having to check for environmental allergies which require blood and/or skin tests. Allergies can be very frustrating to deal with at first but so rewarding at the end when we are able to treat them effectively!

Those spots on Lily could be several things including allergies, skin mites, flea bites or a bacterial infection. You can try adding in an omega 3 fatty acid supplement for dogs, this can help improve the skin health. You may also try changing her diet to something like Royal Canin or Nutro as they are aimed at skin health. You can wash the lesions with soap once a day and rinse well (don't wash her whole body, just those spots). You can also give an anti-histamine (call your veterinarian for selection and dosing instructions). Protect the areas from licking or scratching and she may need to wear an Elizabethan collar at all times. If the lesions don't start looking better within about a week or if they get worse, have her examined by the veterinarian who may prescribe medications. This may be from an allergic reaction from a bite or something in the environment. some part of her legs look like there may be a secondary infection in the skin. Due to the redness and swelling she should be seen by your vet for medication to treat the infection and underlying cause

I'm not sure what the rash from Sky's bite would be - I'd recommend contacting your physician regarding that problem. It can be pretty common for puppies to have itchy skin. Fleas or other parasites still may be a possibility, even after a bath, so I think that it would be a good idea to have your vet examine Sky. They can also prescribe a safe flea medication for her.

If all of those came back negative, the next step is to treat the allergy symptomatically and try to discover the cause of the allergy. Three main type of allergies are usually affecting pets: food allergies, flea and parasite related ones and environmental type (allergens coming from trees, pollens, dust etc etc). It could be an allergy or an infection. Hard to say without an exam and some testing. You can try using this medicated spray on the affected area . If after a week or so of treating her the skin doesn't look much better then she should see a vet. You would use one spray every day to every other day until the lesions have resolved.
