Milk production is hormonally regulated, and the proper milk producing hormones won't be made until she goes into labor. It is important that you start measuring each puppies weight in grams on a small kitchen scale so that you can make sure they are gaining weight every day. In a pack usually only the alpha female has puppies, but all females involved in the care of the puppies will lactate and feed them. So, yes there is a possibility that the empty bitch is lactating and feeding the puppies even though she herself does not have puppies.

She may be having a false pregnancy. If she had contact with a male while she was in heat, she could be pregnant. She could also have a hormonal problem or a mammary tumor. In some bitches it takes a while to produce milk once the puppies latch on the nipples. When the puppies are about 3 weeks of age, you can start feeding them small amounts of wet food mixed with warm water.

It's very difficult to check but usually you will see some milk when pressing lightly on the end of the nipple. if you don't see any milk, it doesn't mean that there is none but if you see some drops you can be sure there is plenty of milk.
