There are medications that your veterinarian can use to terminate the pregnancy, but again, it is dependant on the laws and regulations in your country and wether these medications are available there. There isn't a safe method to terminate pregnancy other than spaying them. There also isn't a way to guarantee that Millie will be able to have the puppies. I would recommend discussing this scenario with Millie's vet. The vet can help you determine the best course of action. If she is pregnant and you elect not to have her spayed, it would be best to save money for a possible emergency c-section and know the available vet should an emergency arise.
