My dog's penis is stuck outside and turning white. Is it an emergency?

He needs to have the penis put back in the prepuce as soon as possible before the penis loses circulation and becomes devitalized. This is an emergency. He needs a Vet, at home care would be too painful and likely unsuccessful. You can try sugar water and lube. But do not try very long, time is of the essence. It could be he is suffering from paraphimosis, which is an inability to retract the penis back into the sheath. This can quickly turn into an emergency situation, as constricting of the blood flow will lead to a larger engorgement of the penis, necrosis (dead tissue), and potential damage to the urethra. First, thoroughly clean the penis, making sure there is no foreign material (such as fur) that is wrapped around the penis. Take a bag of frozen veggies wrapped in a towel, and apply it to the penis for five minutes at a time to try to reduce the swelling. Packaged peas work very well because they are mobile around the penis. Then apply a lubricant such as KY Jelly onto the penis, and very gently try to move the penis back into the sheath. Very gently try to push the penis back into the sheath, or try to gently pull the sheath over the penis. Yes, I would recommend having him examine by a veterinarian so that the most appropriate diagnostic and treatment recommendations can be made. It is hard to say for sure from the blurry photo but it appears as though the tip of the penis is stuck out of the prepuce. It looks as though Oliver has paraphimosis (inability to completely retract the penis into the prepuce) and this can be caused by a number of things. The is not an infection, that is an emergency however. The penis must be returned to the protection of the prepuce or will eventually die off and require amputation. I recommend getting to an ER hospital tonight. In terms of at home remedies, you can try sterile lube and table sugar to try and reduce things. However, I believe at this point you may just want to leave things to the professionals.

It is common for the penis to be exposed when a male is humping, but if it becomes too enlarged, they can have a problem with the penis not being able to slide back in the prepuce (the skin covering the penis). This is called paraphymosis. It can be a significant problem and can result in damage to the penis and pain. Normally, we will recommend using a sterile lubricant along the penis to get it to slide back in the prepuce. If the penis stays out of the prepuce it can become damaged.
