My male dog's penis is red, swollen, and he's licking/not eating.

Although it is hard to say exactly what the problem is without seeing Taco in person, I can offer a few possibilities: The redness near the tip of his penis may indicate a mass (tumor) or a urethral prolapse. Failure to retract the penis for a prolonged period of time (more than 15 mins), is an emergency and needs to be treated as soon as possible at a veterinary hospital. It is possible a mass or urethral prolapse is causing the penis to not retract fully and this can alter his ability to urinate normally which is a concern. Max's penis is definitely irritated. Most importantly, make sure he is able to urinate normally. If he is straining to urinate or unable to produce urine or urinating blood , he may have a blocked bladder, and this is an emergency. Otherwise, continue to monitor him for signs of pain or discomfort. Causes of licking the prepuce/penis area could be a urinary tract infection, crystals in the urine, stones in the urinary tract, or trauma to the area. Chico could have a urethral prolapse, an infection or some type of trauma to that area. He needs to be seen by a veterinarian as soon as possible. Without treatment that tissue could become dead/necrotic, he could have trouble urinating which leads to other issues like kidney failure as well as long term damage like scarring. Do not give him any human medications as it can be toxic to dogs. Keep him from licking at the area and remove and discharge with a warm, moist, clean cloth.

This looks like a localised spot of skin infection which can be easily treated its antibiotic and antiinflammatory ointment on prescription from your veterinarian. The fact that he is licking his paw as well can be due to an allergy, which possibly can be considered in case infection is not resolved with treatment trial. His penis looks inflamed, possibly infected, you will need to take him to the vet to get it checked, he will need to wear an e-collar in order to prevent from him to continue licking his penis and getting it worse, he will also need an antibiotic course.
