My dog's back legs are paralyzed and peeing blood. Is it an emergency?

My 4 year old male dog's back legs are not moving, they seem to be paralyzed & has been peeing blood. He has been like this for about a week. Not sure what is wrong with him.

This is an emergency and you need to take your dog to a veterinarian or PetER now. There may be a spinal cord problem. neurological problem as well as a urinary tract problem. Please take Kikin to a vet now.
