When my dog is overheated he refuses to drink water. How can I make sure that he drinks water or is it okay to put some in a baby bottle and force him to drink it?

There is no need for you to force feed water. As long as your dog has access, and does not have any underlying health issues, they will drink as needed. If your dog seems hot, the best thing to do is wet them down with cool water. Panting is also an important way to for them to dissipate heat. Should their temperature exceed 103 I would call your veterinarian.
