My dog is very excited around dogs when on walks and wants to play but when my brother brings his dog to our house he tries to mount that dog. He doesn't do this anywhere else to any other dog. Is it because the dog is in his 'territory' or would he do it regardless?

Mounting other dogs is a sign of dominance, so Ziggy is trying to be the boss of the other dog. He may do that regardless but usually the behavior happens more often in the home setting like you are seeing. I generally try to discourage this behavior by taking them out in the yard or for a walk. As long as the other dog is submissive and they are playing I'm not overly concerned. If they seem like they are getting aggressive just separate them or distract them with another activity. Thanks for using Petco Pet Education Center, formerly Petcoach to help you care for Ziggy.
