Will a dog get lonely or sad if always kept outside alone in a yard?

The howling you are describing is usually from loneliness/sadness but of course no one knows for sure. Unfortunately there is nothing you can do unless you can get the neighbor to give you the dog. As long as dogs have shelter, food and water there is nothing that animal control can do. It is sad but their hands are tied as well.

Poor Milo! It sounds like he's lonely and bored outside by himself. Dogs are social animals, and don't do well with living outside alone. I would either consider making Milo an inside dog so that he can spend time with you and your family, or work harder at getting him an appropriate amount of exercise and mental stimulation - things like going for long walks or hikes, taking him to training classes, playing with him for at least 30 minutes each day, etc.

He’s probably lonely living out there by himself when he’s been used to being in the house. I’d keep him in with you at night and sometimes in the day. He would enjoy walks outside of his fenced area also and playing with you or perhaps other dogs. That life is boring so I recommend doing more with him so he doesn’t develop behavioral problems. It is very generous of you to offer your time to this dog. Dogs tend to live in the moment. Although they certainly remember things, they do not have the same type of regret or sense of loss that people have, so he will remember you playing with him, but won't be sad after you leave remembering playing with you. Playing with him could also be good because the owner may see how much fun it is to play with his dog and may continue playing with him even after you leave. Good luck! I hope things work out! As long as a dog is safe and secure, has adequate shelter/warmth and appropriate access to food and water there is no reason why they must be indoors or outdoors for any set lengths of times. Space to exercise and play is great for dogs and many are happier outdoors as long as they have a comfortable sleeping area

Wow, this must be so tough for you, I'm sorry you are in this position! If he already has behavioral problems and is ignored, leaving him outside all the time can make these behavioral problems worse. I personally am not a fan of leaving dogs outside all the time, but that is my preference. You may be right that giving Rowan another home may be best for him. He could get the training he needs to help with his behavioral problems, and could get the love and attention he needs. As hard as it is to give up your dog, if you feel it would be best for him, I would recommend doing that. I hope this helps, and again I'm sorry you are in this position :-(

There is a possibility you may see a little depression in the dogs initially, but in my experience dogs tend to adapt and will probably bounce back quickly. If your parents are noticing depression in Rocky once he moves perhaps they could find a doggy day care where he could interact and play with other dogs occasionally.
