I would suggest getting her a cone so she can't lick at it, and clean the area with warm water. If you are seeing any yellow or cream discharge, or if there are small pustules, then she will need antibiotics and needs to see a vet. Either way a visit to the vet is a good idea to see if she needs antibiotics or something for inflammation or pain. Sleeping more is a sign of pain. You can try with the cone first, and just keeping her clean and dry, and see if the rash heals up on it's own, if it isn't healing or getting worse then have it seen right away.
