Why is my dog licking lips, chattering teeth, and has bad breath?

This sounds like severe dental disease with gum loss and loose teeth. The chattering of the jaw is a sign of pain and you should have him assessed by your vet as soon as possible to remove any further damaged teeth and clean the rest of them

Dental abscesses, broken teeth and ulcers can all cause pain, as can foreign bodies stuck in the mouth. A full dental exam under sedation may be required and blood tests for kidney disease may be recommended also

Licking the lips can sometimes be a sign of nervousness, nausea, or even an issue with the teeth or mouth. If he hasn't had a dental cleaning recently, tartar on the teeth or gums could be causing some irritation and thus the licking behavior. Nausea such as from minor GI upset, may also cause drooling, or have signs such as vomiting or diarrhea, but this is not always the case. If it continues or you see any signs of illness/smell bad breath, etc, having your vet take a look is best. If you've changed something in his environment around the time the licking started (new pet, people, items in the house, etc) it could be that he's feeling a bit nervous or uncomfortable as well. Making sure he gets some extra attention and the cause of the nervousness is addressed (IE making sure he has someplace to go rest and hide, using a pheromone diffuser, etc) may help.

Duchess' chattering could be a result of either oral pain or a focal seizure (more subtle repetitive neurologic behavior). At this point, the best thing you can do is take her to the vet to determine if she has signs of dental issues, or any neurologic deficits. Until you can take her to the vet, keep a log of when this chattering behavior occurs including the time, duration, any preceding events (meals, exercise, stress, etc.), and take a video of this chattering to show to your vet.

Poor Minnie. The black tooth is likely infected and the red gums indicate periodontal disease. She needs to go to your vet for a mouth exam and likely will need to have this area cleaned well and potentially have to have the tooth extracted. Licking lips can be a sign of nausea in dogs, and that could be what's causing Fendi to do this behavior. Given that she is otherwise acting normal, I would monitor her for now. If she is still acting this way in the morning, or develops other symptoms such as vomiting and lethargy, I would have her seen by a vet.
