Toby is very cute! It is hard to say what is causing he swelling without seeing him but if there is pus and blood then it is likely infected. If a foreign object was under the surface of his skin it could create a swelling. The best way to know is to have a vet stick a needle into the swelling and look at the cells under the microscope.
