Why is my dog so itchy with bites after grooming and flea treatment?

Sulphur ointment would not be a good idea - that is more for acne. If he is biting his back there is something underlying that is causing him to do that. Honestly my best guess is fleas. That is a very common area for fleas to congregate on a dog causing irritation. I would recommend you use a topical flea treatment like Frontline (pet armour) or Advantage. Wait 24 hours and then you can bathe him with a medicated shampoo like this Duoxo Calm. It also comes as a leave-on mousse product if you don't want to bathe him. Allergies, either to something in the environment or less often to food, would be the most common cause of itching if Charlie is on a prescription flea preventative. He may have a secondary skin infection as well since you are feeling bumps. Mange can cause hair loss but usually isn’t significantly itchy.

I think washing him again with your normal soap and rinsing really well is a great plan! I would definitely do that as soon as possible. I have also has several patients over the years become infested with lice after using self wash stations so look very closely for any small bugs on the skin. Flea and tick topical therapies are usually only effective for 1 Month so I would read the instructions and see if it is time for another application. There are a few causes for the bumps you are seeing. Fleas are still a possibility. Bravecto is an excellent preventative, but it can still take 3 months for all of the fleas in Elli Mae's environment to die. She could still have a bacterial infection. Sometimes these infections need a second antibiotic or a longer round to effectively treat. I have occasionally used antibiotics for 3-4 weeks to get infection under control. Unfortunately, apoquel does not work very well on an as-needed basis. It works much better when given regularly. It is typically prescribed for twice daily use and tapering to once daily use. It is safe for long-term use. You can also try a medicated shampoo as a treatment, like Dechra DermaBenSs Shampoo which will help to flush the follicles. If the problem continues for another week, I would recommend a re-check with your vet.
