It sounds like it may be turning toward a habit if Mike is being rewarded for his whining every night by being comforted, however it is always a good idea to get him checked out by a vet if this behavior started suddenly, you see other symptoms of illness, or he seems distressed or in pain. Checking your environment to see if there is anything triggering the stress at the same time each night, such as a person starting a car, a strange animal howling, etc may also alert you to the reason behind the behavior.

If Mike's paws were wet then it could be from licking them or his living conditions are too wet. I would be sure he has shelter outside from the rain. It should have a roof and a floor slightly elevated off the ground and be dry. Check his feet daily for infection. Mike is likely howling because he is lonely outside, since he can not come in be sure he gets plenty of attention and exercise. Long walks twice daily and play time outside with you. It could be that he is bored, something has frightened him, he could be lonely, or he could be hearing something you cannot (dogs have better hearing than humans). If he doesn't sleep in your room with you, you can try bringing him in with you, and he could sleep next to the bed. If that's not an option, you can give him a toy to play with, or one that is a puzzle toy he has to solve in order to get a treat. You can try doing a big walk with him before bed to tire him out, which will help him sleep through the night.

He’s probably lonely living out there by himself when he’s been used to being in the house. I’d keep him in with you at night and sometimes in the day. He would enjoy walks outside of his fenced area also and playing with you or perhaps other dogs. That life is boring so I recommend doing more with him so he doesn’t develop behavioral problems. Behavior such as this can indicate anxiety, excessive energy or potentially the need to urgently pee or poop. I would recommend taking him outside to see if he needs to go to the bathroom. Unless you have a fenced-in area for him I would probably take him on a leash in case there is an animal in the vicinity that is causing him to feel anxious. If his behavior continues into tomorrow, I would consult with a veterinarian to ensure there is nothing going on such as a urinary tract infection or diarrhea.
