Could my dog's hard back spot after a bite be scar tissue?

This presentation could be due to a trauma or localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. If they are hard swellings I would worry about cellulitis or scar tissue. If she is eating and acting well and they are not painful, I would not worry as it will go away with time. If it is painful and the appetite is decreasing then I would get it rechecked

What you are describing sounds like scar tissue, but I would have to see it to be sure. Scars will not grow hair, but tend to get smaller and less visible with time. Puppies will heal better than adult dogs, so the scar should be much less obvious within a couple of months. Unfortunately, there is nothing you can do to encourage hair growth in this area if it is a scar. It's also possible that the lump is due to a deep infection. If the lump grows, appears red, or starts to ooze fluid, then it's best to take her to the vet for an exam. I hope that helps and all is well with your pup.

It doesn't appear to be related to fleas. It could be an injury but it could also be the start of a tumor. I would recommend you leave it alone and monitor it for about a week. Don't pick at it or apply anything to it. If it is just a scab from an injury it should be much improved if not all the way healed in that time frame. I can't really see the pink area you are referring to in your picture, but I agree that the laceration appears to be healed. I am wondering if the pink area is simply an area of new scar tissue. Occasionally there will be granulation tissue that inhibits full skin healing, but this is usually red tissue that bleeds. If the wound is not completely healed a surgical procedure may be necessary. She is probably due for vaccines at some point in the near future; you may want to have your veterinarian examine the area the next time she goes in for vaccine boosters.

This likley is some scar tissue left behind that was initially caused by a localized inflammatory response from the tick. However, to ensure it isn't something to be concerned about, you can opt to have this area tested through your vet with a skin cytology or biopsy.
