How lovely of you to take in this dog and her puppies! If they cry all the time, then they may not be getting the milk they need to survive and I would start caring for them yourself. I would recommend to get Lucy spayed. That way you neither of you have to go through this again! Some dogs do not have strong maternal instincts. Lucy also really young to have a litter. Two years old is the youngest they are suppose to be bred. You will have to make sure that the puppies are eating enough and if she will not nurse then, you will need to supplement them with formula (bottle feeding) and can start to transition them to puppy food around 4 weeks old. Wait until 3 months after the puppies were born to get Lucy spayed. That way the reproductive organs return to normal size and she will lose less blood. Best of luck!

If this was not done, then there is not a way to know what went wrong. There is wide range in due dates as well depending on the timing of breeding. As long as she is very intent on carry for her babies, she may neglect herself for a day or so. When she gets hungry, she will leave her babies for a few minutes. Give her a little more time. This could be a serious problem , maybe she is suffering from a condition called milk fever (lack of calcium). you will definitely need to separate the puppies from her then you will need to feed them with a puppy milk replacer every 2-4 hours. Poppy might need to be treated as well for her condition, i recommend taking her to the vet ASAP.

9 pups will take a lot from a mother at any age, they do tend to lose a lot of weight when nursing the puppies. She will gain it back after they are weaned, make sure to feed her as much as she wants and feed her puppy food instead of normal adult food.
