My dog has a green oozing spot on his back that bleeds. What is it?

Pet's info: Dog | Shih Tzu | Male | neutered | 4 years old

there is a spot in my dog back i have no idea what is it it comes green cream from it then when i washed it the blood start comming out i do not know if it was a tick but after i washed it it is fillling again with the green thing it is like a cream

That sounds like the area is infected and the green stuff you are seeing is pus. This wound should be looked at by your vet so it can be clipped, the pus drained, the area cleaned and then Jake started on antibiotics. Until you can get to your vet, keeping the area clean and dry and placing an Elizabethan (cone) collar on Jake so he can't lick it is best, but it should be seen ASAP.
