Are flea & tick shampoos good for dogs? Do they need conditioner?

I would be concerned the baking soda would dry the skin out and cause irritation. Unfortunately a homemade shampoo like this is unlikely to kill fleas. It may slow them down while they are wet and allow you to pick them off, but it will not kill them. There is not an effective "natural" flea killing product unfortunately, as fleas are very hardy. A shampoo will also only be effective at killing the fleas on your pet at that moment and will not prevent more fleas from the environment from infesting your pet. I would recommend talking to your vet about the flea prevention options available at their office. There are a variety of very effective products now available including topical products like Advantage, oral products like Nexgard and Bravecto, and some effective long lasting collars such as the Seresto collar. Unfortunately, I have not seen good success at all with any flea/tick shampoos or sprays - in addition, many of these products can be toxic, so I don't recommend them. If costs are an issue, you should be able to get K9 Advantix fairly inexpensively over the counter - this works well for most dogs, and costs less than prescription products. A Seresto flea/tick collar is also a reasonable option - it's a bit more expensive up front, but provides protection for eight months so per month, it's one of the least expensive options available.

The flea and tick shampoo is better than fish soap. BUT there are much better ways to treat fleas. So when you give Lunar Moon a bath, you are only killing the fleas that are currently on her and the ones that will jump on her within the next 24 hours, then it wears off. Female fleas lay 50 eggs every single day and these eggs will hatch in 3 to 6 months. So every day you have new fleas hatching out in the environment. A better method to get rid of the fleas are to treat every single pet in the house with a reputable flea product. I recommend Simparica or Nexgard for most dogs. If you want to stick with an over-the-counter product, stick with frontline. Keep in mind though that frontline is now an older product and fleas are developing an immunity to it which means it may not work as well. Environmental cleanup will help with the problem, but it will not illuminate every single flea egg. You must treat for a solid six months in order to get through the whole flea lifecycle. You can certainly give him a bath with the dry shampoo but that it not likely to prevent more ticks from getting on him. I suggest you order this Fiprotic online and have it delivered to your house if you cannot go out. Anti-tick shampoos and sprays are not that effective. All of the brands you listed are good shampoos. Duoxo is one of my go to shampoos but many are equivalent. A chlorhexadine/ketoconazole shampoo helps treat yeast and bacteria. The main thing is to lather Sibyl up and allow the lather to soak for 20 minutes or so before rinsing. If needed you can bathe every 2-3 days. I also recommend an oral omega 3 supplement such as Derm Caps. Remember if you use topical flea or heart worm prevention the medicated shampoos will strip it out.
