Why does my dog still have fleas after shampoo? Need affordable help!

How can I get rid of fleas i shower my dogs with flea shampoo and in 3 days they're full of them again Jerry scratches himself too much and cuts open his skin he has bald patches and blood behind his ear and back. Is there any affordable medication I can buy for them because I have many dogs
