What are these tiny things on my dog's eyebrows? Are they mites?

Itching like you are describing can have a variety of causes, including skin mites like you suspect, allergies, an infection (bacterial or fungal) or another underlying medical cause. She can be skin scraped to test for mites, but as they burrow in the skin sometimes they are hard to find to diagnose. If you are concerned about mites, you could talk to your veterinarian about some of the newer oral flea and tick preventatives that are available (such as nexgard or bravecto), which in addition to preventing flea and ticks also treat skin mites. I would recommend that you have your dogs checked out by a vet. Dog mites (scabies and demodex) are not usually seen with the naked eye, they need to be visualized under a microscope. I think what you may be seeing is inflamed hair follicles and the brown stuff may be flea dirt (or the feces of fleas). If you are truly seeing crawling insects, then this may be a secondary infection, one that is not primarily found on dogs. A vet will be able to examine the skin and take a few samples for microscopic examination so a diagnosis can be made and proper treatment initiated.

Mites are diagnosed with a skin scrape from your veterinarian. They are too small to be seen by the naked eye. But signs of mites include hair loss with some itching and some pets, irritation of the skin and secondary bacterial infections. It is common in younger pets so it is a possibility here. The treatment for my it's traditionally is ivermectin injections through your veterinarian. But newer findings have found that the flea preventative's Bravecto and Nexgard are ejust as ffective against mites with fewer side effects and fewer doses needed. These are also prescription products that are only available through your veterinarian.

It really comes down to figuring out what is causing her allergies so that they can be treated or the specific allergen avoided. A secondary infection is likely and also needs to be addressed. This could also be due to something like mites and that can be easily determined with an exam and basic cytology which your veterinarian can perform. There are medications such as Apoquel or prednisone which may help with the itch. 

There are many things that can cause allergies though in most cases they can be broken down into 3 big categories: flea, food and environmental allergies. 

Allergies are usually worked up in a stepwise fashion starting with flea allergies as this is the easiest and cheapest to take care of. If not on a flea preventative, then it would be a good idea to get started on one. If already on one then it would be a good idea to change to something else (there are many new products out in the market). 

If not improved in 1-3 months then it is time to move on and check for food allergies by switching to a novel diet (new protein and new carbohydrate). If that does not seem to be the issue then you are left out having to check for environmental allergies which require blood and/or skin tests.

 Allergies can be very frustrating to deal with at first but so rewarding at the end when we are able to treat them effectively!

This looks to me like a demodex mite infection which can happen in puppies and may clear on its own but if Mia is an adult, this will need to be treated by a veterinarian. Demodex mites are normally kept in check by the immune system but if the immune system is not functing as it should for whatever reason, the demodex mites can take over and cause hair loss around the eyes, head, and limbs. Demodex mites can be diagnosed by a veterinarian through a skin scraping. Mia will need a special medication for this in order to resolve the infection. A lot of times it depends on the type of mite. Some larger mites like Cheyletiella can look like white flakes. Other mites are microscopic and bury around the hair follicles. Sarcoptes mites usually cause extreme itchiness and hair loss especially around the ears. Demodex mites tend to not be itchy but can cause patchy hair loss and scabbing all over the body.

It is common for dogs to have ear infections which can also be itchy and have debris. Ear mites are microscopic so canny be seen by the naked eye.
