My puppy's eye has a white film and he can't open it. What's wrong?

Poor Shelby! Unfortunately, the photos here are quite blurry so it's hard to see exactly what's going on. You're right that glaucoma is a common cause of a milky "film" on the surface of the eye. Other possibilities would include localized corneal edema due to a corneal scratch or ulcer, or even some type of corneal dystrophy (mineralization or fat deposits in the cornea). Eye problems should always be seen and treated the same day, if possible, since in some cases waiting can lead to permanent damage or vision loss. So if you can, I would recommend taking Shelby to an emergency vet today for an exam. The vet there can take a close look at her eye with a bright light in a dark room, and may also use a special stain if needed to help diagnose the problem.

This white covering you are seeing is likely Tyson's third eyelid, which is a normal part of a dog's anatomy but should only come out when his eyes are closed such as when he is sleeping. When you see it out while his eye is open, that is a sign of illness such as an eye infection or foreign body in the eye. Clearly his eye is bothering him if he is rubbing at it, and you need to put an Ecollar on him to keep him from doing that because he could make the problem worse. The eye is such a delicate and important structure that any problem with it should be considered an emergency. That's because leaving it untreated can lead to vision loss. Lucas is so cute! His eye could have been injured playing with his sister, or he could be getting an eye infection. He will need to see a vet as soon as possible for this problem. I highly recommend that you have Rocky evaluated by your veterinarian for further assessment and treatment. Cloudy eyes should always constitute an emergency vet visit. Since you know there is possible trauma, there could be an abrasion or corneal ulcer, something stuck under an eyelid, a hole in the cornea, or severe inflammation. There are several eye tests the vet may recommend after examining the eye to determine the most appropriate treatment.

If your puppy cannot open its eyes properly then I suspect there may be an issue with the way the eyelids have grown. They may be turned in or overgrown. This can predispose to irritation which could explain why the eyes are dirty. You need to take the puppy to a vet to have s thorough examination then they will be able to advise you on treatment which could be medicine or surgery.

This looks like a corneal ulceration. The white film is a mixture between the lesin itself and the attempt of healing. Chloramphenicol 0,5% three times daily (it needs to be stored in the fridge) and then (after 10 ms) a gel to protect the eye (like Viscotears liquid gel or similar) can be used in the meantime.
