No, you should never mix dry food with water, it's not a good idea it makes the food soggy, less tasty and it goes bad very quickly this way. do not worry, your dog will drink the amount of water she needs even without mixing the dry food with water.

The risk factors for bloat include feeding one large meal rather than 2-3 meals, feeding from raised bowls, exercising after a meal. Bloat is also more common in nervous dogs. As long as you try and avoid these risk factors, you can feed Spike moist kibbles.

Many dogs gulp or bolt their food. It’s a common issue. Continue to use the special feeder. You could also look for kibble that is disc shaped or has a hole in the center as this will slow Zeke down as well as force him to chew more. You could also switch from a bowl to a food ball dispenser. He will have to roll the ball around the get the kibble to come out and this will definitely slow things down. Canned food may help because he has to lick rather than grab. Every dog is different. Some dogs do great on canned food while others don’t. Good question, although it's difficult to answer accurately without knowing Riley's history and medical issues that may have factored into previous advice. As a general rule, it is fine to serve kibble either dry or soaked in water - most dogs do fine with either option and both options have pros & cons. Softening the food helps encourage more water intake and might encourage some dogs to eat a little bit slower (for those dogs who are what I call "scarf & barfers"!). Feeding kibble dry *may* be better for teeth, although in my opinion most kibbles don't do much to help keep teeth clean since they are so easily chewed up, unless you're feeding a prescription dental food such as t/d. So, sorry if this is a non-answer....but frankly both ways of feeding are perfectly acceptable! Hope this helps.
