My dog's dry, irritated skin bumps aren't healing. What should I do?

That looks pretty irritated. Its possible that she's got an underlying allergy, but that skin looks infected. I strongly recommend you get in to see your vet. She may need antibiotics. You can try a medicated shampoo and a some topical over the counter treatment for a few days, but if she's not improving after a few days, or if its getting worse or she starts acting sick, get her in to the vet ASAP. It actually looks like a mild bacterial infection - I suggest you try this wound spray gel 3-4 times a day until healed. This looks like an area that was scraped and now has a secondary bacterial infection. Please clean the area with a warm wet cloth and once rinsed and dried apply a thin film of antibacterial ointment on it. By washing it you should remove the dried up crusty skin. It may look more irritated but having it clean and open to the air it should heal more quickly. The rest of the skin looks fine. It may take several weeks or more to have the fur fill in. That appears to be a sebaceous adenoma - a benign skin growth. These are not concerning but can sometimes bleed or become infected. In that instance, it should be removed if it is causing constant issues.

It is likely dermatitis, ie bacterial infection, as the skin may be irritated from the shaving and the hotspot likely was infected with bacteria. Steroid ointment will not help, but rather make it worse. Your dog will likely need prescription antibiotics from your veterinarian after an exam and cleaning and disinfecting the site.

I am suspicious that this could be a lesion caused by either demodex mite or ringworm. I would highly encourage you to have a follow up appointment with your veterinarian. A skin scrape can be done to look for mites, they may consider a trial anti mite therapy in addition to an a topical anti fungal medication. It does look like a pimple/pustule. I would not be overly concerned. It may go away on it's own. I recommend you use these medicated pads on the affected area once a day until healed.
