Pet's info: Dog | Bichon Frise | Female | 7 years and 8 months old | 30 lbs
My dog seams to be constipated. She hasn't stopped eating or drinking but when I look in her mouth her gums are dry. Her water bowl has saliva in it aft she drinks

It's unusual for dogs to become constipated unless they have ingested bones or something else that is stuck in the colon, or if they have another underlying disease. I would recommend having her examined by a vet, although I'm not sure that's an option right now if you are under quarantine. If you want to encourage water consumption you can try offering canned or other moist food, or mixing water or broth with her dry food.
