My dog's eye is bulging, and third eyelid is showing. What to do?

Eyes bulging can be a sign of glaucoma (although this is typically painful and the eyes are usually red) or could be related to diseases like extraocular myositis. Tetanus is another disease that can cause both eyes to bulge but you would notice stiffness and difficulty walking as well.
