Why does my dog sound like she can't breathe when she's excited?

It is a very loud sucking in sound through the nose and their face has a pained grimaced look. It can be quite scary. I am sorry to hear that Brownie is nkt well. From what you are describing and the picture you provided I would be concerned that Brownie has kennel cough. This is a highly contagious respiratory disease passed between dogs. It is particularly common in shelters and kennels. It is caused by a virus, and is usually self limiting in a few weeks. However, it is also possible to get a Bacterial infection in conjunction with the virus. If you also notice creamy discharge this is likely. I would suggest taking Brownie to the veterinarian to have him examined and have an antibiotic prescribed. This is caused by tracheal irritation of any kind or just excitement in general, and there is no cure. The bulge in the throat is likely her larynx which is a normal part of her anatomy, but can feel kind of strange if you don't have experience palpating dog tracheas. If in doubt, you should have her examined by your vet for more information.
