He's getting worse and isn't himself and he's shaking .he is drinking a lot of water and is eating. I have some people in my new neighborhood that are causing us problems could they have poisoned him

It's impossible to know if he has been poisoned. It sounds like he is really ill and should be seen by a veterinarian as soon as possible to help find the source of the bleeding which could be from the bladder if he has a bladder stone or bladder infection. Take him to your nearest emergency hospital for an exam and further diagnostic to help diagnose what is making him sick. Good luck !

Poor Dooley - this sounds serious! Blood in the urine can be a sign of an infection or bladder stones, but can also be seen with bleeding disorders. I would recommend seeing an emergency veterinarian as soon as possible since he is unable to unwilling to walk - that is usually a sign of serious illness.
