Dog bit, can't drink, mouth foaming. When should I call the vet?

My dog has been bitten below the neck by street dog. He is thirsty but unable to drink water. He can eat but slowly. He is having a bit froath sidewise in the jaw. I'm worried. Please respond asap.

Your poor pup! It sounds like he was quite injured from the bite if he is unable to drink water, can only eat slowly, and having some froth in the mouth. I would consider this a medical emergency and he needs to see a vet now. Please take him into one immediately.
