Why does my dog bark and pull at other dogs? Is it aggression or play?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | spayed | 8 months and 27 days old | 38 lbs

Why does my dog bark like crazy when she sees other dogs?(she pulls and tries to get to the dog)I don't know if it's aggression though.When we grab her and don't let her ,she whines which is weird.So is it aggression?The things is she goes insanely crazy she whines and barks at the same time. It so hard to control her. What can I do?

Hi and thank you for using Petco Pet Education Center, formerly Petcoach! Sorry to hear that Darby is having some problems around other dogs. I would advise that you get her enrolled in a good obedience class or work privately with a recommended dog trainer in your area. Sounds like she needs to be socialized towards other dogs and that would be a great starting point. The other possibility would be to take her to a recommended doggie day care center and let the staff evaluate her for possible inclusion in the day care. She would get introduced to other dogs and hopefully this would help when you encounter dogs while walking her. This doesn't sound like aggression to me. More of a curiosity and that she wants to play with the other dogs. I hope this helps and that Darby becomes better accustomed around other dogs.

    Young dogs such as Darby get excited about lots of things including other dogs. Be patient, you are doing the right thing offering her a treat to distract her. Try a tastier treat such as a piece of hot dog. Also she's at the age when obedience training in a group setting would help her get used to listening to you when there are other dogs and distractions around. This behavior is annoying but probably not aggression. Make sure you have good control when walking and remember she is young and with training and as she grows up this should improve.
