My dog is fearful and barks/nips at strangers on walks. Why?

Maggie may be acting protective, she could be anxious or fearful, leading to her acting aggressive, or she may be displaying territorial behaviour. It is very important that you seek the advice of a veterinary behaviorist to help curb this behavior. If left untreated, Maggie may learn to think it is ok to act this way towards humans and animals in general, and could then potentially bite and injure someone. Please work with a veterinary behaviourist immediately. Hopefully she will improve with training and learn what is and is not acceptable behaviour. I would advise keeping her on a leash and away from other animals and people until you have the chance to work with a behaviourist. Aggression is a complicated behavior because it can be due to dominance, possessive behavior, fear or anxiety. The treatment for each is different. I recommend to work with a trainer if possible as they will know why it is occurring and will teach you how to react to modify the behavior. You can also read about dog behavior and learn how to recognize the body language. Many training books are published which can give guidance on how to react. You can also try to train Freddie to look and pay attention to you instead of strangers. You need a high value treat. Every time Freddie looks at you when you approach a stranger, he gets a treat. Keep giving him treats until the situation passes. You must do this consistently. Make sure to praise him a lot when he makes a good decision. Most dogs will learn that strangers mean treats. There are other, better ways to discipline a dog but at this time it is going to be difficult to correct without a professional trainer. Does she have fear aggression? I don't know because I have not witnessed the behavior myself so I can't say for sure. You need a professional dog trainer to come to your house and see the dog's behavior and how the dog interacts with everyone in the house. Only then can they make recommendations on how to correct the problem. Sometimes you need to work concurrently with a veterinarian as behavior modification medications may be needed in the beginning of the re-training. Most aggression towards strangers in the situations you describe are a result of fear and anxiety - Hanna may not be comfortable around people she doesn't know, and barks and growls to try and get them to go away. Treatment for this problem is based on teaching her to associate good things (usually treats) with seeing new people, along with making sure that she always has plenty of space and is never forced to interact if she doesn't want to. A basket muzzle can certainly be used to help keep everyone safe, if needed, but it shouldn't be used to put her in uncomfortable situations. Aggression issues in dogs are complex and can be difficult to work on safely without help, so I would strongly recommend getting in touch with a veterinary behaviorist who can work with you in person. He/she can evaluate Hanna to help determine what is causing her aggressive behavior, and will help you put together a detailed training plan to work on the problem.
