If it was a single rubber band I wouldn't be too concerned - I'd think it would make it through the gastrointestinal tract. If Pepper has other medical problems and he ingested the rubber band in the last hour you may want to see an emergency veterinarian to discuss the pros and cons of inducing vomiting.
