I'm not sure how big Joey is, but in my experience it would be uncommon for a single chicken wing (or half of one) to cause any problems unless he's a very tiny dog.

I would monitor him closely for the next couple of days for any signs of a problem - like repeated episodes of vomiting, acting lethargic, or not wanting to eat. These can be signs of an obstruction or damage to the intestines, so he should see a vet right away if you notice any problems. But as long as he's eating and drinking and acting normal, you shouldn't need to worry :)
