Pet's info: Dog | Chihuahua | Female | unspayed | 9 months and 5 days old | 4 lbs
My dog is a tea cup Chihuahua. She is almost 11 months old, and she is itching has red rash patches under her chin on her neck and is biting at herself. Also two nights ago she was freaking out very skedish and peed herself. Rubs her butt on carpet, and is very sleepy, and itching for sure. I checked for fleas and didn't find anything. Please help I'm scared she will dye. Also she had all three of her shots while getting older.

What a cutie! Rubbing of the rear end on the floor can be a sign of anal sac irritation. He may need to have his anal sacs expressed by his vet. You can read more about this issue at: http://www.veterinarypartner.com/Content.plx?P=A&S=0&C=0&A=625
We can also see itching as a result of allergies or occasionally tapeworms. I would recommend bringing Tuesday in for an exam by your vet to check for these problems. If the anal sacs are full and are not expressed, it can make them prone to infection/abscess formation.
