Hello and welcome to Petco Pet Education Center, formerly Petcoach. Lethargy and weakness can be caused by many different disease, and in an older cat this is more likely due to his kidneys not working. The third-eyelids coming up can be caused by dehydration, which can be related to kidney disease, diabetes, and other diseases. It sounds like Rudy should be seen by a vet. I would recommend getting Rudy into the vet as soon as they are open. If there is a 24 hour clinic this is an option as well, as it sounds like Rudy might need 24 hour care. Best of luck with him and I hope he feels better soon.
