Kitten and siblings r about 17 days old. Is it normal for kittens to drag thier back legs? Never had newborn kittens before?

Thanks for using Petco Pet Education Center, formerly Petcoach! They should be using their hind legs at this point. Depending to which degree this is happening, this may actually be an issue going on. For that reason, it would be best to have them evaluated by a veterinarian for further assessment. They would be able to see how much this is happening and affecting them and decide if this needs any course of therapy. Best of luck!
