Why is my male cat peeing blood with a strange, jelly-like texture?

Poor guy. He likely has a urinary tract infection or cystitis (inflamed bladder usually due to stress). I would recommend taking him to your vet for a urine test to determine which is present so that he is treated appropriately. As long as he is otherwise acting normal and able to urinate at will, then it isn't considered an emergency at this point. Getting him seen on Monday or the day after should be ok. I would be very suspicious that he had a urinary blockage, was able to pass the obstructing material and that's when he got all wet and litter covered and may have passed blood. It would be the best plan if action to take him to your veterinarian for an exam and a urinalysis. Explain exactly what is going on. He may have an infection, crystalsi in his urine or bladder stones. If he was obstructed, he could do it again very soon and this can be a life threatening emergency.

The doctor need to check a urinalysis and will give him medication. Urinary tract infections, crystals in the urine, sterile cystitis and bladder stones can all cause bleeding in the urinary tract. These conditions are also painful (which cats can hide). I would recommend to take in a stool sample just in case the doctor wants to look at that as well. Blood in the stool indicates significant inflammation in the intestines and is treated with antibiotics to prevent the bacteria from moving into the blood stream. If it is red-colored urine and Lily has been urinating more frequently lately, then it is most likely a bladder infection/inflammation, but could also be a kidney infection.
